Isaac Downs Extension

About the project

The Isaac Downs Extension Project will extend the life of mining operations at Isaac Plains Complex (IPC) through the development of an open cut coal mine pit and associated infrastructure, primarily mining metallurgical (steel making) coal. Approximately 46 million tonnes (Mt) of run of mine (ROM) coal will be mined over 15 years, with approximately 2 – 4.5 million tonnes per annum (Mtpa).

IPC comprises Isaac Downs Mine (IDM) and Isaac Plains Mine (IPM), operated by wholly owned subsidiaries of Stanmore. The project adjoins IDM and will be integrated into IPC, with ROM coal washed at the IPM coal handling and preparation plant (CHPP), shared mine infrastructure area (MIA) at IDM, and connecting infrastructure such as water management infrastructure and power supply.

Assessment Process

  1.  September 2024: Stanmore acquired the Isaac Downs Extension (IDE) Project tenement rights following an agreement with Anglo Coal Grosvenor Pty Ltd and Exxaro Australia Pty Ltd.
  2. June 2025: Approval by the Department of Environment, Tourism, Science and innovation (DETSI) to prepare a voluntary environmental impact statement (EIS) under the Environmental Protection Act 1994 (Qld), based on initial advice statement (IAS) prepared by the proponent.
  3. June 2025: Referral under the Environment Protection and Biodiversity Conservation Act 1999 (Cth), with Project determined to be a controlled action by the Department of Climate Change, Energy, the Environment and Water (DCCEEW).
  4. June 2025: Mining lease applications for the Project lodged under the Mineral Resources Act 1989 (Qld).
  5. September to December 2025: DETSI issued a draft Terms of Reference (ToR) for the EIS for public notification, with proponent responding to all submissions before a final ToR was issued by DETSI.
  6. Mid 2026: Draft EIS to be prepared by Stanmore to address the requirements of the ToR and other relevant legislation, and submitted to DETSI.
  7. Late 2026: Draft EIS to be publicly notified. 
  8. Mid 2027: Proponent responds to submissions on the EIS and DETSI issue an EIS Assessment Report.
  9. Late 2027: Mining leases, environmental authority, progressive rehabilitation and closure plan schedule and EPBC Act approval.
